Ninguno listado de precandidatos al Congreso local, de los registrados ante el Instituto Electoral de Tamaulipas (Ietam), hace suponer ventaja partidista en lo general, aunque salvo en uno o dos distritos electorales, de los 22, se advierte escasa delantera de los abanderados albicelestes, según dicen los analistas políticos.
Esto significa que al iniciarse las campañas (abril 15) ‘llegarán parejos’ en el ánimo de los espectadores, como en cualquier hándicap donde suele correrse a corceles poco conocidos por ignorarse de qué cuadras surgen y cuál es su ranking.
Mientras tanto todos tratan de promoverse en las redes sociales como estrategia mediática para despertar interés entre el conglomerado (de ‘sus’ demarcaciones), como si eso fuera suficiente en un proceso intermedio que está considerado de capital importancia porque está en juego el control del Poder Legislativo e inherente la gobernabilidad estatal.
Obviamente lo hacen disfrazando sus apariciones, con comentarios de sus corifeos y/o escasos panegiristas; pero esa práctica también ha sido ya detectada por los fiscalizadores del Instituto Nacional Electoral (INE) y, por lo que sé, de un momento a otro iniciarán los procedimientos para multar la transgresión reglamentaria.
El próximo día 10, el Ietam dará a conocer sus dictámenes de registro.
Pero desde ahora le puedo asegurar que, aparte de las modificaciones partidistas, todos los inscritos recibirán la constancia que los acredite como candidatos legales, pese a las impugnaciones ante el Tribunal Electoral del estado.
Y cinco días más tarde arrancarán con todo lo que traigan al menos en la primera semana, pues enseguida irán aflojando la carrera a falta de gas.
De cualquier forma lo cierto es que al momento sólo causan desinterés ciudadano. Lo que me hace conjeturar que esta lid será realmente entre las estructuras partidistas y no, como se esperaba, un ensayo democrático con la participación de los 2 millones 628 mil 745 de ciudadanos empadronados aquí en el terruño.
Más cuando los roles plurinominales están integrados por aventureros, integrantes de los grupos de interés partidista y uno que otro ‘saltimbanqui’.
Morena, en crisis
El fenómeno lópezobradorista, aquí en Tamaulipas, va a la baja por la mala dirección política del organismo a cargo de Enrique Torres Mendoza (titular del Comité Directivo Estatal) y José Antonio Leal Doria (‘jefazo’ del Consejo Político en la entidad).
Al descontento de la militancia, abona la riña entre Yeidckol Polevnsky Gurwitz y Ricardo Monreal ívila, sin que el delegado político de Morena en esta entidad (Marcos Carlos Cruz Martínez) sea capaz de meter orden, por simple y llanamente estar rebasado al ser cómplice de la imposición que en libre arbitrio dispuso su guía ideológica.
Hay grupos nutridos de militantes y simpatizantes de Morena en los 22 distritos electorales que reprueban el fondo y la forma en que se definieron las precandidaturas –lo son, todavía, hasta en tanto su procedencia no sea calificada por la autoridad electoral–, pero dispuestos a jugarle las ‘contras’ al membrete guinda, de no ser atendidos sus reclamos antes de iniciarse la etapa de campañas formales.
Esto significa que de participar en las urnas emitirían el voto de castigo favoreciendo al membrete albiceleste, pues del PRI nada quieren saber por el descrédito que lo mantiene agonizante, aun cuando la sobrina de Carlos Salinas de Gortari (Claudia Ruiz) asegure que el tricolor se recupera y está más fuerte que nunca.
¡Bah!
¿Acaso su miopía política le impide ver que sería la sepulturera, por lo menos aquí, en Tamaulipas, al prestarse al juego del clan que más daño le ha hecho al partido?
Refinería reactivada
Hace una semana, en la refinería de Ciudad Madero, Andrés Manuel López Obrador, luego de recorrer sus instalaciones –acompañado del gobernador Francisco Javier García Cabeza de Vaca–, anunció la rehabilitación de ese complejo, cuya inversión alcanzará los 3 mil 500 millones de pesos, a fin de que produzca combustible para uso doméstico.
En su segunda visita a Tamaulipas ya como Presidente Constitucional, refrendó el tabasqueño estar dispuesto a jugársela con Tamaulipas. Y, por supuesto, con el mandatario estatal, con quien coincide en procurar el desarrollo de la entidad al impulsar conjuntamente la producción, empleos, la competitividad y, sobre todo, el rescate de los más necesitados.
Al evento en la refinería ‘Francisco I. Madero’ asistieron también Rocío Nahle García (secretaria de Energía) y Octavio Romero Oropeza (director general de Petróleos Mexicanos), quienes dialogaron abiertamente con su anfitrión estatal, que, por cierto, aun cuando milita en línea política distinta, atiende puntualmente los acuerdos con el mandatario federal, por ser uno de los políticos que anteponen la institucionalidad en beneficio de su gente.
Política iracunda
Yahleel Abdala Carmona es una política de armas tomar; e intolerable ante la crítica, aunque regularmente la razón no le asista.
Hace días, su séquito de abogados promovieron una demanda judicial en contra del periodista Fernando Acuña Piñeiro –harto conocido, en estas latitudes, por su profesionalismo–, acusándolo de hacer comentarios en su contra –‘carentes de sustento’, según aduce–, reclamando ‘indemnización’ por sus opiniones ofensivas que afectan su honor, entorno laboral y, ¡hasta su bienestar psicoemocional!, además de violencia política de género.
He revisado una y otra vez el escrito del colega que diera lugar al caso judicial (sin encontrar motivo para la causa), pero los argumentos de la jefa partidista para que se le procese al inculpado, ya fueron ratificados frente al agente ministerial encargado de la averiguación previa.
Con esta andanada contra los periodistas quizás la neoladerense trate de justificar su pobre liderazgo priista. Y, lo que sería peor, su anticipada y, sobre todo, muy anunciada derrota en esta lid electoral, aun cuando ella, o tal vez su consanguíneo, estén involucrados en la edición de videos.
Pero no es agrediendo a periodistas el mejor camino para argumentar su fracaso, por al menos tres razones:
1) ¿Por qué la otrora clase política del PRI nada quiere saber de ella?;
2) ¿En que se gastan las prerrogativas públicas mensuales cercanas a los cuatro millones de pesos, siendo que a los empleados no les cubre sus salarios en tiempo y forma; tampoco las rentas ni servicios como la energía eléctrica y de agua potable?; y
3) ¿Dónde, cuándo y por qué se definieron los listados uninominal y el plurinominal, que no convencen a su ahora parca militancia?
En fin, presumo que la dama en su desesperación, ante el fracaso, va contra todos.
Incluso en perjuicio de la estructura directiva, que según me han dicho ya no la tolera por su prepotencia.
Y que conste, mis comentarios no son contra ella en su calidad femenil (considerando que todas las damas merecen respeto) sino por su actuar en política –actividad igualitaria, para todos los seres humanos–, así que debe entender el agente ministerial que la crítica de Acuña Piñeiro no fue a título personal, sino producto de la libre expresión.
De cualquier forma ella será diputada local (plurinominal).
Y frente el INE, el Ietam y ante los tribunales electorales, obligada está a rendir cuentas sobre el financiamiento público.
Panorama nacional
El día dos de junio del año que cursamos, habrá elecciones ordinarias en 5 entidades y una extraordinaria (Puebla), para designar gobernadores –uno en Baja California y otro en la capital del camote–, ayuntamientos (50), y la renovación legislativa en tres.
Son estos últimos Baja California, Quintana Roo y Tamaulipas, cuyos congresos están bajo el control de Acción Nacional, por lo cual Morena en su proyecto busca afanosamente salir airoso.
Aguascalientes
En la entidad gobernada por Martín Orozco Sandoval (PAN) seis partidos y un independiente se repartieron en 2016 los 11 ayuntamientos. Pero ahora luce más cerrada la tendencia, aunque el período edilicio será de dos años, para homologar en 2021 los procesos federal y local.
De ahí que el mandatario como el grupo legislativo albiceleste –que es mayoría en el Congreso–, operen al alimón con el tricolor una estrategia en aras de nuevamente impedir que en su territorio avance Morena.
El año que nos antecede en el proceso estatal Acción Nacional se alzó con la mayoría legislativa del estado; y en la lid federal obtuvo dos (de tres) curules de mayoría relativa, además de los dos escaños senatoriales por el mismo principio.
Y esto significa que el pueblo hidrocálido podría repetirle el revés a las huestes lópezobradorista en esa localidad.
Baja California
Desde 1989, esa entidad del noroeste ha sido gobernada por militantes del membrete albiceleste –Ernesto Ruffo Appel, Héctor Terán Terán, Alejandro González Alcocer, Eugenio Elorduy Walther, José Guadalupe Osuna Millán y Francisco Vega de Lamadrid–, pero quizá en este proceso electoral varíe su mosaico en el Poder Ejecutivo estatal, Congreso local y ayuntamientos.
Hasta hoy la gubernatura está en manos de Acción Nacional; además de la mayoría legislativa local y tres alcaldías (de cinco).
Empero, Morena avanza fuerte y firme en este contienda, refrendando el posicionamiento que alcanzó en la lid electoral del 2018, cuando obtuvo, por amplio marge, la Presidencia de la República, los escaños senatoriales de mayoría relativa y las ocho diputaciones uninominales federales por ese mismo principio.
Por la gubernatura de dos años, juegan Jaime Bonilla Valdez (Morena) –senador con licencia–, í“scar Vega Marín (PAN), Enrique Acosta Fregoso, del PRI, Ignacio Anaya Barriguete (PBC) y Héctor Osuna Jaime (MC).
No obstante desde ahora puedo anticipar el triunfo de Bonilla –un líder político en toda la extensión de la palabra– quien, en su propósito, tiene no sólo ganar la contienda, sino generarles votos a los candidatos a diputados y ediles.
Otros estados
En el terruño que vio nacer a José Doroteo Arango Arámbula –conocido en el mundo como Francisco Villa–, se elegirán 39 ayuntamientos; pero existe la percepción de que Morena logrará la mayoría, aunque el gobernador del estado, José Ross Aispuro Torres (PAN) opere en favor del albiceleste.
En Quintana Roo, donde el priista Carlos Manuel Joaquín González es mandatario estatal, se renovará el Congreso local, que actualmente está en manos del tricolor, pero allá pesa mucho el efecto lópezobradorista, por lo que anticipo el declive tricolor.
Respecto a Puebla, Luis Miguel Gerónimo Barbosa Huerta (candidato gubernamental de Yeidckol), tiene en contra a la misma sociedad poblana, aunque los momios lo favorecen en su segunda incursión como candidato a la jefatura ejecutiva del estado, motivando ciertamente irritación entre el grupo monreaista.
Allá, por cierto, también se elegirán cinco ayuntamientos.
Pero es un hecho que en las urnas se calificará la actuación del Peje.
Desarrollo regional
Un ambicioso proyecto interinstitucional fue acordado por el Gobierno de la entidad, la Universidad Autónoma de Tamaulipas (UAT) y los colegios de la Frontera Norte y de Tamaulipas, a fin de fomentar actividades orientadas al desarrollo de investigaciones académicas de manera conjunta, donde igual se contempla hacerlo con organismos educativos de otras entidades.
Víctor Manuel Sáenz Martínez (jefe de la Oficina del Gobernador), hizo un recuento de los avances logrados hasta la fecha en rubros de seguridad pública, bienestar social y educación, que remató definiendo la postura del mandatario: “(él) está convencido de que los problemas de Tamaulipas los vamos a resolver los tamaulipecos, con la ayuda del conocimiento que se genereâ€.
El convenio signado por José Andrés Suárez Fernández (rector de la UAT), Alberto Hernández Hernández (CFN) y Rodrigo Vera Vázquez (CT), observa también acciones de carácter interdisciplinario en las áreas de las ciencias sociales y ecológicas, con énfasis en los fenómenos fronterizos, e impulsar programas de docencia a nivel de postgrado.
De igual forma, difundir el resultado de las investigaciones mediante la publicación de libros y revistas y por cualquier otro medio de divulgación; y colaborar directa o indirectamente con las actividades enumeradas.

Caminante no hay camino
No son las redes sociales el mejor camino para penetrar en el ánimo de los electores.
Se lo digo porque el interactuar territorialmente con los electores, daría mayor proyección a su proyecto.
Lamentablemente esto no lo entiende la mayoría de los precandidatos que acuden al internet en busca de votos.
Obviamente, desairando encuentros directos con la sociedad civil, por presumir que así basta y sobra para alcanzar el triunfo.
¡Qué ilusos!
Se hace camino al andar
El recorte presupuestal a la educación media superior sigue pegando fuerte a los Colegios de Estudios Científicos y Tecnológicos (Cecytes); sobre todo en el área docente, pues a cientos de mentores se les escatima el aumento salarial a que tienen derecho.
De ahí que en varias entidades del país todavía se registren paros que no sólo afectan los programas institucionales, sino atentatorios contra miles de alumnos.
Este fue uno de los temas centrales planteados en la reunión nacional de directores (desarrollado hace dos días en la Ciudad de México), donde Fernando Campos Martínez comentó fuerte que “la educación no debe ser politizadaâ€, en referencia al incumplimiento de la Federación para cubrir en tiempo y forma el incremento.
Y lo expresó de frente al subsecretario de Educación Media y Superior (SEP), Juan Pablo Arroyo Ortiz, por considerar injusto que “se esté jugando con el esfuerzo de quienes día con día, forman a los hombres y las mujeres de bien, del futuroâ€.
En su defensa a los maestros también señaló que el incremento “debe cubrirse como lo marca el decreto de la creación del Instituto Tamaulipeco de Capacitación para el Empleo (Itace)†–que él dirige–, aunque aquí en el estado ningún empleado ha dejado de recibir quincenalmente su salario. “Y esto gracias al liderazgo y al apoyo del gobernador Francisco Javier García Cabeza de Vacaâ€, dijo.
Por ello pidió a su gran y viejo amigo de muchas historias compartidas, Juan Pablo Arroyo, hacer las gestiones pertinentes para que se cumpla con lo que los trabajadores del Itace se han ganado a pulso, pero sin escatimar su labor realizada diariamente.
Fernando, por cierto, advierte: “De que sale, sale; que no les quepa la menor dudaâ€.
Cicuta
El Tribunal Electoral de Tamaulipas, le ha dado entrada a todo un mar de impugnaciones.
Y advierto que se multiplicarían durante el desarrollo de las campañas, pero ante un veredicto sereno, imparcial y justificado, los membretes darán en acudir a otra instancia.
Obviamente, la federal.
¿Entonces qué caso tiene invertir recursos millonarios a un organismo sin credibilidad?
